Is a Cosmetic Manufacturing Licence Required for Hand Cleaner?

I am planning to establish a micro-unit for manufacturing hand wash in a 40-square-metre shed. Is a cosmetic manufacturing licence compulsory? Can I name the product “Hand Cleaner” and sell it without a cosmetic licence? Do I need an air-handling unit and clean-room facilities?

Yes. A hand wash intended for cleansing human hands normally falls within the definition of a cosmetic. Calling it “Hand Cleaner,” “Hand Cleanser,” “Liquid Hand Wash” or a similar name does not remove it from the cosmetic category. Regulatory classification depends on the product’s intended use, composition, label and claims—not merely its name.
To manufacture it for sale or distribution, you would generally need:
- Application in Form COS-5
- Cosmetic manufacturing licence in Form COS-8
- Approval from the concerned State Licensing Authority
- Compliant premises, equipment, technical staff, testing arrangements and labels

Is an AHU or Clean Room Compulsory?
A pharmaceutical-grade clean room is not automatically required merely because you manufacture an ordinary non-sterile hand wash. However, the premises must have adequate ventilation, sanitation and controls to prevent contamination.
The licensing authority may assess:
- Production and filling-room layout
- Raw-material and finished-product storage
- Washing and drying arrangements
- Ventilation and environmental control
- Protection against dust, insects and cross-contamination
- Water quality
- Drainage and waste disposal
- Quality-control and testing arrangements
An air-handling system may be required if ordinary ventilation cannot provide suitable manufacturing conditions. Final approval depends on the proposed layout, manufacturing process and requirements of the State Licensing Authority.
A 40-square-metre shed should therefore not be assumed to be sufficient or insufficient without obtaining layout approval. Consult the State Drug Control Department before investing in construction or machinery.
Can It Be Manufactured Under an Ayurvedic Licence?
An Ayurvedic manufacturing licence is not simply an alternative route for the same cosmetic product. It may apply only when the formulation genuinely qualifies as an Ayurvedic, Siddha or Unani drug and complies with the applicable formulation, ingredient, labelling, technical-staff and GMP requirements.
