List of Cosmetic preparation’s manufactured under Udyog Aadhar Registration

Query:

I wish to start a hand wash selling business. I am planning to procure the raw material which is basically an instant mix (a powder) which if mixed with water becomes a ready to use hand wash.
I wish to buy this powder and mix it with water to make the hand wash and then pack it in small dispensers to be sold at supermarkets.
I am planning to do this from home in the state of Kerala and Tamil Nadu, please guide if I will be considered as a manufacturer (as I am just mixing the raw material with water and packing it) and what license will I require to start this business.

Response:

Mixing of raw material and preparing a finished good for selling into market is come under manufacturing process. If you want to manufacture hand wash then you want to manufacture it as cosmetic product or ayurvedic product. For these you will need to take cosmetic manufacturing unit or Ayurvedic manufacturing unit.

Other than cosmetic or ayurvedic preparations, you can manufacture certain cosmetic products under Udyog Adhar registration. List of these preparations are as follow:

Caution: You can manufacture these items under udyog adhaar but preparations shouldn’t contain any ingredients related to alcohol, cosmetic, pharmaceutical and other regulated sectors and have to follow labeling requirements which differentiate these from cosmetic and pharmaceutical sector.
