License is not depend at from where your B Pharma graduation is completed. License depend at in which state you have registered as pharmacist. If you have been registered yourself as a Registered Pharmacist in Andhra Pradesh then you have to migrate your registration in Maharashtra state before applying for wholesale drug license in Maharastra State.
